SO FOLLOW THE FOLLOWING PROCEDURES
1st:
if you sell your car make sure that the buyer has transferred the ownership to
his name with your presence or someone on your behalf otherwise you'll be held
responsible if the vehicle is being used by the buyer and it is still registered
on your name according to the Article 23 of Traffic Law.
2nd:
If you bought a car from a person or an establishment already been registered in
the Traffic Directorate, don't pay the seller until it has been transferred on
your name in the Traffic Directorate, because there are several vehicles
ownership of which cannot be transferred for the following reasons:
1. if the vehicle is still on installment which means there is a partner
whose approval for the sale is necessary.
2. There might be a court order of non-transfership.
3. There might be Traffic Offences the previous owner hasn't paid for yet.
4. The annual registration might be pending.
Incomplete formalities of buying and selling a car
will not let the transfer of the ownership take place which also impose the
legal responsibility on the buyer and the seller plus the time and the
effort wasted.
Therefore you are advised to accomplish all your
buying and selling transaction at Traffic Directorate assuring the legality of
all the procedures.
